Presented by the Government Finance Officers Association (GFOA) for Newburyport’s fiscal year 2021 budget, the award represents a significant achievement by the City of Newburyport. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting.
“The City is honored to receive this award for the ninth year in row,” said Mayor Holaday. “Our team puts a great amount of work into the annual budget process and I am pleased to be, once again, recognized by the GFOA for our efforts.”
In order to receive the budget award, the City had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
- A policy document
- A financial plan
- An operations guide
- A communications device
Budget documents must be rated proficient in all four categories and in the 14 mandatory criteria within those categories.

Mayor Holaday submitted her proposed Fiscal Year 2022 budget to the City Council for their review and approval. The Fiscal year budget who go into effect July 1, 2021. The Mayor’s proposed FY22 budget can be accessed on the City of Newburyport budget documents webpage.
