Media Transfer: We have been working with the Greater Newburyport Community HUB, aka Port Media, on increasing video recordings of board and commission meetings. A transfer is before you tonight for $15,500 that would provide for two staff at 60 hours/month to film Planning Board and ZBA meetings and then edit these recordings for posting on the Hub YouTube page. In addition to NCM staffing the transfer request will also fund editing equipment needed. We will continue to work on adding additional committee meeting recordings as we identify needed cameras and equipment to expand this capacity.
Clipper City Rail Trail Clean Up: The PCB clean-up is tentatively scheduled to start on Dec. 2nd and should be completed by the end of December. National Grid is requiring vacuum excavation of test pits every 25 ft. to identify depth of direct buried underground electrical lines. This work is to be completed on two non-consecutive days and will be loud but conducted during regular working hours. One issue impacting a definitive start date is the assignment of the required waste transfer tax by EPA. Our Project Manager Geordie Vining will confirm the schedule ASAP.
Cutter Fire Station: The Planning Office is working on a revised proposal with Winter Street Architects for the alternative site at 95 Storey Ave under review for the new West End Fire Station. We have a balance of about $15,000 in the original design allocation and anticipate requesting an additional $35,000 to $40,000. The next step is a site survey of 95 Storey Ave and we are negotiating the costs for completion of this step.
Department of Justice Opioid Grant: The city has experience successfully administering other Federal DOJ grants. For example, the Drug-Free Communities Grant was administered for ten years with very favorable results. This program led to the regional Tower Foundation Funding, of which the city is also the fiscal agent as well as lead partner in this grant. The Opioid Grant is a very important grant program for our city and the region would be able to track and provide supports and assistance for addicts and those who have overdosed. The DOJ supported the regional model we developed and I strongly encourage your support of this program. It is a very significant tool to help address this epidemic in our region.
Link House: Congratulations to Link House Inc. for opening their new Center for Behavioral Health and Addiction Treatment Services at Boston North Technology Park in Amesbury. Link House closed today on the purchase of the former DARE house on Low St. The plans is to create a sober house for women.
Plum Island: There is much concern about three hot spots on Plum Island- Reservation Terrace in Newburyport, and the Center Groin and the area south of Blue Hotel in Newbury. We reached to the Lt. Gov. Polito and MEMA relaying these concerns and a desire to declare a State of Emergency. We were able to bring local and state officials, the Massachusetts Emergency Management Agency (MEMA), Coastal Zone Management (CZM), the Department of Conservation of Recreation (DCR) and key staff for a discussion and site walk on Nov. 14th. All agree regarding the grave situation particularly at Reservation Terrace. We will continue our collective efforts with the Merrimack River Beach Alliance (MRBA), the Army Corps of Engineers (ACOE) and state and federal legislators to move forward on a solution to protect these properties.
